The circumf tances of fituation, climate, foil, commerce, and religion; the difpofitions-and talents of Princes; the factions amongfi the great men, tended, in the courfe of years, to introduce revolutions in the political fyf tem, and to form new confiitutions of govern ment; (0 that, while one nation daily improved, and at lall brought its political liberty to the highef t lufire, others gradually declined, and, in the end, funk under the abject yoke of abfolute monarchy.
