Rebellion is the chronic condition of all the convict prisons. I spent ten years under Sir Joshua J ebb, as first school master among convicts; I served in eight different convict prisons and hulks, and in every one of them, from time to time, occurred furious and general revolts. On one occasion the assistant-surgeon, Charles Hope, Esq, was murdered. I left the convict service in 1857, and since that time the rebellions among the convicts have been more frequent, and of a far more fearful and general character. In Dartmoor, at Portsmouth, at Portland, at Lewes, and at Chatham, during the last three years there have been far more mutinies among the convicts than ever were known before. It has been kept from the knowledge of the Lords and Commons, but those acquainted with convicts well know that mutiny and riot are far more general in Sir J.
