Excerpt from Charlestown Navy Yard Redevelopment, Vol. 1 of 2: Final Supplemental, Environmental Impact Report; September 3, 1991 The Charlestown Navy Yard is a 135-acre waterfront site adjacent to the Charlestown community. The site was used as an active naval facility from 1800 until its decommissioning by the federal government in 1974. In 1978, the property was acquired by the Boston Redevelopment Authority and a comprehensive redevelopment program was begun involving the adaptive reuse of existing historic structures in one of the largest historic preservation efforts ever undertaken in the country. This redevelopment effort also included the development of new buildings, the construction of major public Open space areas, the repair of piers and other waterfront structures, and substantial street improvements. A Final Environmental Impact Report for a proposed redevelopment plan for the Charlestown Navy Yard was reviewed by the Executive Office of Environmental Affairs and approved in 1978. (as approved, the feir is referred to herein as the 1977 Since that time, eoea has approved several modifications and clarifications to the original approval. (a summary of prior actions under the Massachusetts Environmental Policy Act was included as Appendix 1 of the dseir). As amended to date, the 1978 approval allows a total of square feet of rehabilitation and new development, including office, retail, research, residential, cultural, and recreational facilities. Of that total, square feet of redevelopment has already occurred, including the adaptive reuse of Building 149 into a square-foot office and medical research facility operated by Massachusetts General Hospital and the creation of 934 units of new housing. Twenty-two acres of new green space also have been created, including Shipyard Park, one of Boston's most dramatic open spaces. The bra has expended more than $13 million on public infrastructure, repair, and rehabilitation in the Navy Yard since 1978. Total private investment to date exceeds $470 million.
