Born into a rich and influencial family ( his grandfather founded The Times ) Edward Walter served in the army from 1843 to 1853 and on his retirement devoted himself to the plight of ex-soldiers, which led, in 1859, to his founding the Corps of Commissionaires. The author looks in detail at the work of Walter, examines the many and very considerable obstacles which he had to overcome and assesses impartially his somewhat autocratic methods.
