In addition to that, we have doubled this year the appropriation which we had but once before made in aid of public schools, and we have declared that there shall be no precinct, there shall be no school, white or colored, in which a four months´ term shall not run this year. That is not much, but that is something, and is but an earnest of the things which we shall do. We have made it certain that our children shall be educated; we have written it in our constitution that any child who comes of age after 1908 can never vote in this state unless he can read and write, and that law applies to white and colored alike.
