From the dust jacket: "Effectiveness and Auditing in the Public Sector is the report of the single most important study yet undertaken by the Canadian Comprehensive Auditing Foundation. A Panel of six distinguished Canadians was asked to recommend a regime through which organizations in the public sector could report on their effectiveness and to advise on the role auditors should play respecting that reporting. The Panel found that there is an increasing pressure for organizations in both the public and private sectors to account for the effectiveness of their administration. Prior to this study, however, no consensus had been reached on how this can best be done, in part because no common understanding has been reached about just what effectiveness involves. After an extensive survey of practice and the literature, and after wide consultations, the Panel concludes that there are a dozen attributes that, taken together, can give a comprehensive view of an organization's effectiveness. It is proposed that management be responsible for providing information on these attributes and that auditors lend credibility to these representations by attesting to their fairness.
