The White House, under President George W Bush, wanted to make sure that the Free Trade Deal with China was not jeopardized in any way. So, despite four hundred investigations and twenty-five arrests of Chinese Agents caught stealing by the FBI, not one person was charged with espionage, jailed, or deported. The only charges levied by the Justice Department were misdemeanors, for Exporting Without a License. That absurdity begged to be turned into a novel.
