The extent to which consumers and producers dollars flow out from Philadelphia to purchase consumers goods and producers materials from concerns located in other sections of the country can be estimated only very roughly. To arrive at accurate figures would require an investigation that it is wholly impossible to include within this study. Although it might be thought that certain local business and civic organizations would have collected some data on this matter, they do not seem to have done so. A. Wage Payments Resulting from the First Turnover Total Philadelphia wage payments resulting from expenditures on construction work in Philadelphia can be more easily calculated by the dollar method than by the percentage method. Thus, one million dollars being the assumed original contract amount, an attempt will be made to trace this sum through the four turnover or ripening periods, following the dollar wage payments resulting from the original construction expenditures and retentions by the contractor. The final result, however, can be expressed in percentage terms. The sum of all wage payments during all of the turnover periods, expressed as a percentage of the original 1, 000, 000 expenditure on construction work, will indicate in terms of potential wages, in so far as the calculation can be made accurately, the employment lifting-power of dollars spent on public construction work.
