Before that time if the perpetrator was successful, he was safe, just as he would have been now. If unsuccessful, he went down to ignominy and defeat. Napoleon, the only near approach to William in his mad attempt to rule the world, never indulged in such barbarities, and looked at merely as a disturber of the peace, the doctrine of the divine right of kings was sufficient for his personal protection in 1815 to prevent the moving by any one. . .
