Information to the consumer as to all foods offered for sale and publicity as to quantity of perishable goods in storage were favored. A time limit during which goods may be kept in cold storage was declared unnecessary, but that if a time limit be require!, that such time limit should not be less than twelve months. A national commission appointed by the President was favored, whose duty it should be to investigate the various phases of production, handling, storage and sale of perishable foods as related to public health and to the effect upon prices, and whose duty it should be to report and recommend such legislation as might be deemed advisable. REFRIGERATOR CARS. The daily papers and the agricultural papers, and other publications as well, have praised the supposed wonderful refrigerator car service of the United States, and given it all the credit for the present comparatively advanced development of the perishable goods shipping and distributing business. The California fruit business especially has credited the refrigerator car service with its very existence. It is true that the average refrigerator car is better than a box car for shipping perishable goods, and it is also true that the present average refrigerator car is better than was the refrigerator car of twenty or twenty-five years ago. But, we are sorry to say that even the best refrigerator cars to-day fall far short of what they should be considering the length of time through which they have been developing. The average refrigerator car is really no more than an improved box car, flimsily and cheaply insulated, and the arrangement of the ice bunkers or means of cooling is not generally cared for with much regard for the natura. . .
