Excerpt from Message of Elihu E. Jackson: Governor of Maryland, to the General Assembly, at Its Regular Session, January, 1890 The general Sinking Fund had to its credit 30th September, 1888, the sum of $8,239.14, and there was received from the increment of investments and amount transferred from the general treasury the sum of $52,611.30, making the total amount available to that fund to he $60,853.11; and there was expended during the same time, in the purchase of investments for the said fund, the sum of $50,750, leaving the balance to the credit of said fund 30th September, 1889, of $10,103.11. The special sinking fund for the redemption of the Treasury Belief loan had a balance to its credit 30th September, 1888, of $3,359.85, and there was received during the fiscal year and transferred from the treasury for the purchase of stock the sum of $59,166.69, making a total of $62,826.51, all of which has been invested in stock of the State, now standing to the credit of that fund. There was to the credit of the Special Sinking Fund, for the redemption of the Defense Redemption loan on the 30th September, 1888, the sum of $121,080.75; and the receipts for the fiscal year of 1889, from interest on investments of said fund and amount transferred from the treasury for the purchase of stock during the fiscal year made an aggregate of $287,527.97, being a total of $108,608.72, the whole of which has been invested in securities placed to the credit of that fund. State Debt. The funded debts of the State amounted, at the end of the fiscal year 1889, to the sum of $10,370,535.56, and the productive assets of the State amounted at the same time to the sum of $6,031,255.01, leaving the amount of debt for which interest has to be provided by taxation to be $1,339,280.52. The Sterling debt, for the redemption of which provision was made by he Legislature of 1888, has been replaced to a large extent by the issue of bonds of the State bearing 3 percent, interest, payable here, and the balance is in process of liquidation on the same terms. There will be due this year several amounts of the public debt issued for the benefit of sundry railroad companies and the Chesapeake and Ohio Canal Company, amounting in the aggregate to $907,990.30, which, I think, ought to be paid off entirely by a sale of such of the productive assets of the State as can be sold to advantage. I think this can be done with profit to the State, and I recommend that provision be made for the payment of this debt instead of having it refunded, as has been the custom. I have made numerous references to the financial condition of the State, but for a general and detailed statement of its receipts and disbursements, the public debt, sinking funds, &c., I would respectfully refer you to the Comptrollers report, which you will find full and complete. I will do this as briefly as I can, but the subjects are numerous, and many of the suggestions which I propose to make would seem to require a full statement of the reasons why you should be asked to adopt them. The Finances. The report of the Comptroller shows that the total receipts into the State Treasury from all sources during the fiscal year ending September 30th, 1877, were two million, one hundred and nine thousand, one hundred and ninety-three dollars and seventy-five cents, which added to the balance in the Treasury, on September 30th, 1876, of four hundred and one thousand four hundred and thirty-four dollars and twenty-nine cents, made a total of two million, five hundred and ten thousand six hundred and twenty-eight dollars and two cents. The expenditures during the same time, including the amounts disbursed from the "funds" so-called, amounted to two million one hundred and seventy-nine thousand, eight hundred and thirteen dollars and seventy-six cents, leaving a balance in the Treasury on September 30th, 1877, of three hundred and thirty thousand, eight hundred and fourteen dollars and twenty-six cents.
