There will be delivered to each subscriber a provisional receipt, which, immediately after the close of the subscription, and the declaration of the share accruing to each, will be exchanged for a certificate of loan, the said certificate being, at choice, nominative, or to bearer. Art. 8. The loan certificates will be exchanged for inscriptions of rente as soon as the last payment has been effected. The holders of certificates amounting to 1, 000 francs of rente and above may call for partial inscriptions, according as the amount of each period has been paid up, and for the sum corresponding to each of them, the first tenth always remaining in reserve as a guarantee to the Treasury until the payment of the definitive balance. Art. 9. In case of delay in paying up the amount of any period, the person so owing shall be liable to an interest of 5 per cent per annum to the Treasury, dating from the fifth day after the period falls due, and this without any previous notice being given.
