The use of dependence producing drugs is not a new phenomenon, it can be seen in any part of world since the advent of the civilisation. India is not an exception to this. In India, Cannabis and its derivatives Bhang, Charas, Ganja (known in the western world as marijuana, hashish and grass) has a very long tradition. It has cultural and religious acceptance in our society. Opium (which was imported in India from China by the British) has also had a fairly tolerant acceptance in the Indian society. Today as a matter of fact, India is the largest grower of Opium although under very strict Governmental supervision and the bulk of it is used for medicinal purposes. Morphine, heroin, cocaine, tranquillizers, barbiturates and amphetamines are all currently available, both in the licit (medical) and the illicit market, The illicit market continues to grow because of its increasing consumption and the fairly huge profits involved in the illicit drug trade. The drug trade is well organized, efficient, ruthless and deeply entrenched in the fabric of the Indian urban society (Naidu, 1992). The bigger and richer the city, the greater is its dependence on systemic stimulants and intoxicants, because of greater accessibility and peer or "tribe" compulsions. The drug traffickers, who treat this as a business, "market" their merchandise keeping these large users (in terms of number) in mind (Naidu, 1992).
