It is a revised and enlarged version of the research report presented to Government of India, Ministry of Social Justice and Empowerment for the purpose of revising and modifying the existing scheme for liberation and rehabilitation of scavengers and their dependents initiated in the year, 1992. "Book is divided into five chapters. Chapter one provides the backdrop for discussion about the problem faced by scavengers. It describes the position of scavengers in the Indian society and explore structural and systemic reasons for the present position of the scavengers. Chapter two attempts to estimate their numbers and provide context of scavenging both in urban and rural area. It also provide the details of efforts done by government and civil society organisations to liberate and rehabilitate the scavengers. Chapter three presents realities and rhetoric of the efforts done by the government at national level and state level. Chapter four presents the viewpoint of scavengers about the scheme for the rehabilitation. Chapter five discusses the prospects of rehabilitation in twenty first century.
