On 8 December 2000, the Netherlands Red Cross and the International Committee of the Red Cross (ICRC) organised a symposium entitled "Protecting Civilians in 21st-Century Warfare: Target Selection, Proportionality and Precautionary Measures in Law and Practice." When the conference took place in 2000 no one could have foreseen the impact of the 11th of September and their aftermath on the discussion of the Protection of Civilians in 21st-Century Warfare. This report incorporates the speeches and proceedings of the Symposium, followed by some final observations and recommendations.
