The vast majority of the migrant workers came from the developing, semi-industrialised countries around the Mediterranean. They were given jobs because they were needed and useful north of the Alps - or so the reasoning ran until a small number of politicians and other observers both north and south of the Alps began to suggest that this migration was perpetuating the existing distribution of jobs and was therefore detrimental to the development and export prospects of the developing countries, as well as to the long-term economic interests of the countries of employment. These considerations influenced the representatives of workers, employers and governments who participated in the Second European Regional Conference of the International Labour Organisation, held in January 1974 under the spell of the oil crisis. At that conference it was widely felt that there should be a new concept of co-operative development, giving more consideration to increasing employment in developing countries. For that reason, improving arrangements for the transfer of capital as a way of obviating emigration for reasons of economic need and demographic pressure was felt to be necessary. It was suggested that the ILO should undertake case studies of various possibilities of the transfer of industry and employment opportunities to the countries from which migrant workers come. This is the first specific and comprehensive study in response to that suggestion. Its wide-ranging theoretical and empirical approach has been made possible by a generous grant from the Volkswagen Foundation.
