Clients want improved health, safety and environment, value for money; reduced cost, time and defects; and increased profitability, productivity and predictability. All these requirements, which are taken from the DETR's Key Performance Indicators (September 1998), can be achieved through standardization and pre-assembly (S&P). Misconceptions abound, however, and there are still some clients who only see S&P in the light of past failures such as dull, boring buildings leading to loss of identity and flexibility. A major interview survey of construction clients by the CIRIA team at Loughborough University has confirmed that these views are outdated and inappropriate, and challenges them in this publication. Three categories of benefit - efficiency, effectiveness and performance - are discussed in the client guide. The kit contains three "tool trays", namely standard process tools, standard component tools and pre-assembly tools. Within each there are tools to help identify the opportunities, maximize the benefits and measure the success of a particular project or series of projects. The pack also contains a floppy disk with measurement matrices relating to these issues. The Client's guide and toolkit should be of interest to construction clients and their advisers.
