Langely placed copies of the San Francisco and the Pacific Coast directories "on bo ard of the different Steamers navigating the waters of the State, and in principal Hotels and Public Houses" throughout the western states, "South America, British Columbia, the Sandwich Islands, Australia, East Indies, and the principal ports of the Pacific. "2 Obviously Cubery's 1875 Visitors Guide to Victoria catered to this market although many of the travellers addressed were, no doubt, travelling salesmen. 21 Most directories were expensive works of reference -- a single copy of Langely's Pacific Coast Directory for 1867 cost five dollars while William's 1882-3 Victoria Directory cost a more modest two dollars. Purchasers and advertisers were largely restric ted to those who could use them for commercial purposes. 22 In the 1860's an ad in William's Victoria directories or in Langely's Pacific Coast directory cost twenty dollars. 23 R. L. Polk, a firm which produced both national and regional directories which included British Columbia24 allowed advertisers free inclusion in the classified section of the directory in proportion to the value of the ad bought -- a twenty dollar ad allowed the purchaser to be included in eight different classifications. Additiona l classifications, or inclusion in the classified section without taking an ad, cost one dollar.25 The directories were also perhaps one of the first organizations to systematically apply the "hard sell" to advertising:
