EVERY Man, warmed with love for his Country, naturally wishes to be perfectly acquainted of those Circumstances in its Laws and Government, which most materially affect the general Good; in Order, as far as may lie in his Power, to cherish and improve such as are Advantageous, to check, INTO THE POLICY OF THE qualify, and if possible extirpate such as are Pernicious and Destructive. Having long, perceived, and often reflected on two Circumstances in the State of Ireland, my native Country, peculiarly Striking, and acknowledged by all Impartial Observers to be the most injurious Impediments and Obstructions to its Wealth and Happiness; namely, our own jealous Retention of a most grievous System of Penal Laws, vhereby the Inhabitants are divided against each Other, and a major Part of them incapacitated to contribute their Help to the great Scheme of National Improvement; and the long avowed, though useless, impolitic, and, as I imagine it will appear, arbitrary and unjust Design, of reducing the Irish, to the abject State of Servile Dependents upon the imperious Will of Others: I was induced to examine the Foundations upon which those Evils were first established, and to inquire into the Causes of continuing them, and more especially the Former, because it is an Evil that will probably bly be redressed sooner than the Other, and will, after a slight Examination, appear to be the worst; of Political Solecisms. To look into, and take a short but general View of the State of Ireland, from the earliest Date of its Connexion with England, and mark the most important Observations that offer themselves during this Inquiry, 1 imagine, will best elucidate the Subject. --Ireland was for many Ages divided intq several petty States, . independent on each Other, any fart. . .
