This is the continuing story of Bill Kendall. He started as a pilot of a fighter and in the last book of the series was promoted to a commanding general’s position on Gatlinburg. His personnel life changes when he and Paula adopt three small children and two ten year old twins. Bill finds out that two close friends, Walter Hossinger and Joseph Salazar, will be court martialed. Gatlinburg takes up most of Bill’s time, but Delta is a constant reference in conversations. Later he has a confrontation with the Council of Elders. Bill will be moved to Delta. Bill and Thomas Baldwin put their careers on the line when they refuse to transfer until their friends trial is over. They finish with the trial when a surprising development is uncovered. After the trial concludes Bill, Dick, and Thomas travel to Delta. Once on Delta Bill finds the problem and thinks he can deal with it. It isn’t long before Nomador’s ships attack his base. He is once again involved in a climatic battle, but this time he watches it from command headquarters instead of being in it.
