Basel Norms refer to a round of discussions in 1988 by central bankers from around the world. The Basel Committee on Banking Supervision published a set of minimal capital requirements for banks, which is known as Basel Accord. Since 1988, Basel I regulations were progressively adopted in many countries. In June 1999, the Committee issued a more comprehensive proposal for a new Capital Adequacy Framework popularly known as Basel II, with the objective to modernize the capital requirements framework to make it more comprehensive and risk-sensitive, taking account of many modern financial institutions' through risk management practices. It is understood that the new Capital Accord is more sensitive to the real risks that organizations face. It also considers operational risks, such as the risk of systems breaking down or people doing the wrong things. The IRB approach suggested in Basel II framework allows firms to rely on their own estimates of credit risk. The Advanced Measurement Approach ( AMA ) is also introduced in Basel II which allows firms to consider operational risks in assessing capital adequacy. Basel II framework not only provides flexibility and opportunity to adopt the most appropriate approaches but also provides a sophisticated risk management method. Although the Basel Committee on Banking Supervision is not a formal regulatory authority, it has still great influence over the banking supervising authorities in many countries. The expectation is that the Committee can achieve common approaches and common standards in the International Banking Industry. This book is divided into two sections. The first section of the book "Perspectives" discusses the implementation issues and the probable repercussion of adopting Basel II on banks in Asia Pacific countries. The second section of the book is "Indian Experience". This section describes the Indian experience of adopting Basel II. It also covers the impact on Indian banking sector.
