From the preface This report has three parts. In the first part global economic trends are surveyed and reflections are given on the emerging World Trading and financial system. The implications of the global slowing down for South Asia and the challenges of emerging World Trading System under the WTO are analysed. It is argued that the reform of the international financial architecture is urgently required for facilitating high growth with stability in the developing world in general and in South Asia in particular. A brief blue print of initiatives that the South Asian countries need to take up for strengthening their preparedness for negotiations in WTO is also provided. Part II of the report captioned as South Asia at the Turn of the Century Reforms Macroeconomic Performance and Outlook broadly covers issues such as reforms macroeconomic performance trade flows the task of resource mobilization external resource flows foreign direct investment exploiting the potential of information technology for development and the challenges of poverty and human development and quality of life. In each chapter an attempt is made to present a critical analysis of the strengths and weaknesses of the respective countries of the region and to provide a suggestive inventory of the initiatives that need to be taken at the level of the governments and also by the private sectors. Part III is essentially aimed at projecting strategic importance of regional economic cooperation in South Asia as an instrument for promoting development and competitive strength of the South Asian Region. It is argued regional economic integration should be viewed as a stepping stone towards integration at the global level and that the South Asian Region has the rich potential for emerging as a strong economic region in the global economic space. A brief profile of the complementarities that exist in production and trade in the South Asian Region is also given in this part. It is argued that South Asia should endeavour to set up a South Asian Investment Area for facilitating freer flow of capital for the establishment of trade creating joint ventures in the South Asian Region. The last chapter of this part presents a detailed sectoral study in the key sector of energy and provides a number of suggestions for South Asian level cooperation in this sector. The various sub sectors of the energy sector such as oil and petroleum products thermal power hydro power renewable and non renewable sources of energy etc. are also covered in the analysis. The last part of the report gives a comprehensive statistical profile covering select macroeconomic and sectoral variables of the South Asian eco.
