When his life is threatened, and a servant is killed, Melcazar must appeal to Mehen Pet Tha, a fearsome agent of Justice. Intrigued, Mehen agrees to meet Melcazar and assess the situation. In Babylon, Mehen finds himself drawn to the city, seduced by her magic. Meeting Melcazar, he finds himself compelled by the High Priest, whose beauty matches that of the city. Called the Whore of Babylon by his enemies, Melcazar is yet an enigma who hides much of himself beneath his elaborate facade. Mehen realizes that despite Melcazar's immense popularity there are those who would indeed kill to remove him from his position. Mehen falls under the spell of Babylon but soon realizes that she has secrets of her own and that her beauty hides treachery. Danger surrounds him, his one bright spot is the love of Nepthys, Priestess of the Temple of Bast. As Mehen draws closer to a wedding with her, events come to pass driving Mehen and Melcazar to either end as enemies or unite to take the city and make it theirs.
